Put a stop to career politicians. Ministers should have a stipulated term limit of a maximum two administrative terms. This will help insulate Ministers from lobbyists and special interest groups, and the urge to please only for the purposes of re-election. It also serves to give a chance to new ideas and new faces in politics.
This idea should also be implemented or extended to local councils. I happen to be from Zurrieq and unfortunately we are stuck with a mayor who in my humble opinion is not fit for purpose. So, setting a limit of maximum two terms would increase the possibility of having different leaderships.
