Each town will have a workshop (maybe in a state school or local council) where locals can go and repair damaged stuff to reduce the waste of small furniture/appliances/toys etc using tools that can available for common use/sharing which are not feasible to buy for personal use. This can be coupled with lifelong learning tutors who will be available to teach/guide/provide skills and watch for safety. This will encourage recycling and reduction of waste with objects given a second/extended life.
