The idea is that a sense of community is created and the locals of a particular village or town meet from time to time. During these meetings, the council members are obliged to inform those attending about the new building developments or other infrastructure projects which are planned to be made in the said town or village. In this way the residents of the town/village can be informed and have a proper discussion before something is done in their localities which can alter their way of life.
